Dr. Mashirito wants to take revenge over Arale Norimaki and Gatchan, and creates the mighty Caramel Man 003. Before launching an attack, he sends a flying camera to Penguin Village and learns that Suppaman has created the Planetary Defense Academy with Arale, Gatchan, and Oinkety Oink to defend Earth.
